This is the common go-to solution*. Get things the way they should be for normal operating temp with your injectors by tuning the fuel table and other things at operating temp.
Then adjust the ECT ...

If the injectors are not to blame, it sounds like you're running into issues with the injector latency times (or injector dead times).

With a cold engine, a good tune will dump a lot of fuel at id...
