Advice on Hard Cold Start

Well let's see, battery and starter are good, no cranking issue ever. Distributior looks like new, again fires every time not cold, fuel pressure never drops under 3 bar and I pulled the fuel rail ...

IF its fuel, would would it only do it on cold start and why do i not have any other symptoms of the car running? Spark plugs showing no signs of a lean condition...etc. Fuel pressure is always on ...

I think i've already changed the starter on this car anyway but no it cranks it everytime and like i said, i can keep it cranking, then when i hit the gas pedal it'll start showing signs of trying ...

I think 98 is when they added the EVAP monitor. When I swapped a 98 engine into a 96 chassis i used the 96 ECU so that was one less monitor I had to worry about throwing a cel for Emissions testing...
