That is used to give more travel to a slacked out, old, and tired cable. It is the cheap way to "increase the length" of the cable to gain more travel but that would be a reason for the problem.

Just some quick info.

99 P11 has the old style 91-99 pump

00-02 have a different pump that is not interchangeable with the older pumps

P12 pumps are like 00-02 pumps
