It should pass my 99' se-l ve did passed couple months ago with old sparks and cap and rotor running on 91 gas and of course with cat i just went for shits&giggles to see if it would pass and amazingly it did but being a mexican with a dropped b14 sometimes it has its downsides they send me home 1st for being too low and 2nd my b14 had a side exhaust and here they have to follow a rpm/mph speed and i could tell the guy at the emissions was being a jerk not following the rpm/speed as stated on the monitor also my other b14 boosted passed even with a fried o2 sensor and it did better numbers than my buddies b16 hodou good luck i would suggest replacing sparks/cap/rotor running cheap gas and go in the morning when cold weather and with a well heated cat like 3rd gear on street or 4 gear on hwy and dont shut engine off while your wating as far as engine bay inspections he should be ok if it helps i like the northern stations have less people
