how do you prep a block for the stoker kit?
Does it have to be sleeved?

not for just the stroker part. You can do a solid 2.2 stroker without sleeving. Especially if n/a you could go 88mm bore max on the stock sleeves and then do the 92mm crank and that should give you a decent size 2.2 as i believe most 2.2L stroker kits come with 87mm pistons and 91mm cranks.

But if you want to go anything more than that 88mm bore, sleeving is necessary.

installed the accessories today. new hoses/clamps on the hard lines and new belts.

paperwork for the valves says +2/+1
try a performance shop for REV valves, or try going straight to REV. be prepared to give specs/dimensions
