checked the wiring and all are checking out with no issues, i checked the voltage on the signal wire and at idle i am getting 1.7 and when i accelerate to 2000 or so rpms i am getting 2.5 volts. when i held it at around 2k rpm i could hear the hesitation but not see any fluctuation on the voltages.
i have already removed the maf and sprayed it with cleaner - i will remove it again to visually inspect it and see if i see anything wrong.

the volts were spot of 14.1 volts with engine running and voltage drop was .016 volts on the ground.

Shall i remove and clean out the IIACV module?

the fsm states the following - if at 2.5 volts would that be the issues with the hesitation? or shall i keep checking over things.

I think the MAF is a good start.

i bought a used maf to test but its still in the shipping phase,

i was able to take a video of what sounds like when its bogging out. you will have to turn the volume up so you can hear the tone change in the exhaust.

lil update for anyone that might care...

installed a different MAF and the car improved a little but but still didnt totally resolve the weird hesitation that i have been noticing.

installed a new walboro 255 fuel pump, once again improved the car a little more but had no effect on the hesitation at all.

next move is to swap out the dizzy to the DE set up but i threw again all the connectors (which totally sucks), i am going to need to get those before i can swap out the dizzy.

In the mean time i also plan on removing the TB and clean it up to see if that has any effect.

What's happening with your fuel pressure and ratios when it hesitates? When I was running the stock ecu on mine I would get something similar happening and my fuel ratios would suddenly jump way lean.

seems crazy but if you have a egr/bpt valve, check the vac hosese...my car was a dog from stop...after diving into the egr delete, i noticed the vac line between the egr & bpt was blown open/melted... after fixing it launched like a dream

Having a similar issue with my VE. It's in the tune.

My car behaves the same reaching redline and there is a lean spot according to my wideband.

Will be making adjustments tomorrow.

I started noticing a similar issue in my car about a week ago..but mine is while at cruising speed(normally 60-70 mph) with almost no load,
you can feel an oscillation of power. I'm also running the VE dizzy, under load the car behaves normal, but this is a bit annoying while cruising.

I resolved my issue. I re checked my base timing which was for some reason a bit to advanced. I re adjusted it and have no issues.

I'm guessing you checked base timing already? Well check it again These sr20's are so finicky with timing.

I also had issues at part throttle right after I got my VE running. All lead to the distributor not being set correctly.

Solved mine too! Started checking the timing and the NEMU was not synched as i forgot to do this after a new .tcd upload...duh!. Timing was way off, adjusted that and still had the hunting/fluctuating idle. Looked over the whole settings in Nismotronic and found out that I had closed loop enabled. Un-checked that box and voila! everything is good. Idle is at 900 rpm and smooth during cruising.
