210 degrees is factory setting, I dropped mine down to 190-195 via OBD1 Calum RTs in both of my B13s. The passenger side fan is the AC fan, and if not equipped with AC from the factory would not have it. I took out the AC in both cars, but the 2 fans in each work without issue at the 190-195 degree coolant temp setting. The sensor is on the water neck just above the timing chain tensioner. It is a 2 prong sensor, the 1 prong sensor next to it is for the factory temp gauge only. If the JDM coolant temp sensor isn't swapped out to the USDM one during a VE swap that alone could cause the issues the OP is having with the fan not coming on. Pretty sure most know this, just throwing it out there.....
