Except he's an obd2 and needs the obd2 monitors to show ready status in order to pass. If he was simply doing the rollers and sniffer for emissions, that would work

Yeah, I did JWT because the price was right and the OBDII port still works for emissions, lol. I know there are better options, but not with OBDII that I know of!

Now to the next portion. Which RPM switch is best? Finding a Greddy MSS or just using a MSD. And is it worth trying to copy the factory staggered engagement but lower in RPM, or should I just switch at the same time?

if you can find a greddy mss thats your best option. otherwise id go with the dual window switch from greg. idk if thats the msd switch for not but its best to be able to switch the intake and exhaust at different values, even if you end up switching them at the same time its good to have the option. as for the best values to switch at, the best way is to dyno but if you cant do that just research when other people found it best to switch with a similar set up to you. thats what i did.

What about doing an Apexi AFC Neo? It has "vtec" control (only one solenoid I think, so I'd have to wire them together) plus I can somewhat adjust the AFRs. I've never been a huge fan of them, because I'm an advocate of just getting a stand alone (Have AEM EMS in my S13), but in this situation it might make sense. Anyone else use that on a VE?

Except its in Oregon. Have you put a lot of cars through OR emissions? There's a reason you don't see a ton of posts titled "Need help passing OR emissions"

2_Liter; you are over-thinking this man. A failure doesn't red-flag your car like other states.

For VVL the MSD 8969 is my preferred option.
