Then When you say cam gears set @ 5/5 you mean both advanced 5 deg??
If thats the case you will loose power advancing the EX cam I dont see any problem advancing the intake cam!!
I would port the ITB's and the adapter plate correctly and make sure the timing on the cams its set correctly!!
And give them a shot since they should perform better than a stock Intake manifold!!
I honestly think you have another mechanical problem (cam timing related) or vvl was not operating Church's Dyno its known to be a high reading Dyno so I think with the explanation you are giving that you tuned your motor on the low lobe!! Wich makes sense for the numbers you are posting!!!
Anyway back on topic I will open a new thread when I start working on these ITB's with pictures so people will understand the problem better on the ITB's

so its best to retard the exhaust cam?

I have seen no gains ad vancing it mostly on 0 or retarding it depending on the setup

Update:
Gonna put the cam gears back at 0/0.
Picking up some 2" Mandrel bent 45* pipes to start playing with the lengths fo start getting power. I know i was told to NOT use curved pipes for the stacks, but at this point, i need to get the velocity outta the intake and hopefully not lose any more power after 6K. I know im going into this blindly but with a limited budget and no one really great here with ITB's on a VE 20V motor, it's a shot in the dark. If i get at least 225whp i will be happy. Another 10whp over my last motor isn't too much to ask. Keeping fingers crossed.

Sorry I am afraid to tell you that Making the stacks longer wont make these make more power!! Maybe some custom stacks with a bigger bell mouth and more tapper will but also you need to finish porting yours at least to make decent power!!
