I think I remember those. People use to write information on them to change the program on the ecu.

What car is it in? Why no Dyno yet? What's activating the cams?

Try getting it to the dyno that will tell you what is happening... when i swapped mine, i had the same issue and the "tunner" programmed the chip to be extremely rich and with retaded timing the car pulled 125whp on the first run, with no torque... Probably your program is wrong...

Also you should check your compression because it shouldnt be that low.

Retested the compression and all four are in the 199-204 range. Getting spark at all four.

To answer some of the questions:
The car is a B13 Sentra SER Rally car running on DE ECU with a chip on it done for a VE. The VVL is activated via ECU. Hasn't been on dyno yet - don't really plan to either as I am trying to keep it reliable and I don't really care for a few extra horses.
I have tried running it on the stock ECU with the stock DE Maf. Next week I will upgrade to a bigger MAF like the N60 as it seems to be the trend (currently on stock DE maf). Will also order an Air/fuel meter to see the mixture. The car will go back to tuner but I wanna make sure i did nothing wrong before i go back! (Im more of an old school VW guy)

Much better compression test results how did you go about doing it this time? I hope you get this figured out soon.

I let her idle for a good 20-25 mins and did more cranks and open throttle. When I did it the other day one cylinder at a time I hadnt pull the fuel pump fuse or anything so she wanted to fire so got less cranks. I too hope it gets sorted as the next event I am missing in three weeks is my favorite. Need to make sure I get her running so I could head up to Canada for Rally of Tall Pines Thanksgiving weekend which is last event of the year!

You have to disconnect the coil wire when you doing the compression test dude.

i like to unplug the dist.. no cam angle signal = no spark + no fuel
