It doesnt have to currently have a VE tune on it.
As long as its a calum ecu, it will have the chips that you remove and reprogram.

The link I provided for I burn EPROM chips, is a forum member who will reprogram the chips with the proper tune for you, thats who I sent mine to.
.....
This is my current Calum Basic

You can see the chips above (owner labeled VE/VE) you remove those and they can be reprogrammed for anything you want.
....

BTW a Real time calum ecu is better/will cost you more.

Real time ECU lets you hook up to a laptop and change the tune, slightly, while the car is RUNNING.

With a Calum Basic you have to turn the car OFF and physically remove the chips then reprogram with any changes.

OBDII just runs a lot more sensors than OBDI, and you need them all or will have a CEL(check engine light) and wont pass inspection.

For example-
Two O2 sensors
Must have EGR
Crank sensor
etc.

There are ways(resistors) to trick the ECU though.

And you can continue running OBDII or use a step down harness to run an OBDI ECU.

If I had an OBDII car I would use the ECU you found instead of running a step
down harness, but thats up to you.
