The shim it self is not the problem. Incorrect shim clearances are.

Ok then what would the problem be if you did shimmed them to spec but once the motor is ran the retainers is still sitting up higher than the shims?

more than likely your keepers are not positioned on the valve right or there was a valve job done and the incorrect valve height was performed causing you to have to use a thinner shim than your supposed to to make up for the higher valve.
