Stock SI vs Bolted VE

Saw a crx at gator national in gainsville. Had a k24 swap sticking out of the hood Shit ran 12.7 consistantly. I knew he was up to something but couldn't figure it out. With that said are the stock si's quick like that and would it smash a bolted ve?
