The little "screw" has a nut to lock it in place and then you need a pretty small allen head to adjust it.

^So there is something on the bottom left of the TB that you adjust as well? I adjusted the 8mm nut and allen head screw on the top, but idle is still high.

^Not yet. This must be the one of bottom I asked about. I adjusted the one on top, but idle was still high. I'll do this soon as I get a chance.

I've had this issue for a while. My car would idle at almost 3k until it warmed up. After reading this thread and several others I adjust the the cold air idle screw. That lowered my cold air idle to like 1200 to 1500. But the idle would get stuck all the time at around 2k. This happened from cold starts, it would warm up at like 1200 to 1500 then get stuck at 2000. When i turn my car off then turn it back on 5 seconds later it would usually drop. Later on it would get stuck again at 1200 or higher. So i noticed nothing is hindering my throttle cable. I started messing with my TPS and it was at around .35 volts under no throttle. I changed that to .48volts. At WOT it's 3.2 volts. I tried both b15 TPS and VE TPS, same results. Now my car idles at around 2 grand at all times after warming up. BTW my idle cold ari idle screw is screwed in all the way. I also noticed that when i am not touch the throttle, my hand scanner shows that it's open 6 to 7.5%. So i am going to get a DE throttle body and hopefully that will fix these issues.

There is a cold idle scew, but there is also a screw that holds the throttle plate open all the time. Tthe idle screw. If your tps is adjusted correctly and nothing is abstructing ur cable then the idle screw is set to high. Just adjust it down. Also unplug your tps and adjust your iacv till your idle is where you want it. But first figure out the idle screw...
