Link says:

"The FIA F3 technical regulations control size, strength, and safety standards, and other aspects of the F3 chassis. Each racing team purchases chassis constructed by European racing car manufacturers that satisfy these regulations. Engines must be built from a production model block with a production run of at least 2,500 engines per year. They must be 2-liter, 4-cylinder naturally-aspirated spec engines. The 26mm air restrictors contribute to limiting engine output to approximately 210 hp. Each series uses its own set of tires, and all cars competing in the same series must use the same tires. These strict regulations are unique to F3 and they create equal conditions among the teams. However car development remains competitive and intense, especially under these unified regulations.
In this fiercely competitive environment, ThreeBond Racing has teamed up with legendary engine tuners Tomei Engine and Umeda Tuning Shop to develop our own engine. This is how the THREEBOND NISSAN ENGINE, based on the Nissan SR20VE engine, was born. For 2008, each part of the engine will be refined based on the previous year’s data to produce an enhanced light-weight, low-friction engine for the new Dallara F309 chassis."

It probably doesn't switch cam profiles. It probably only has one cam profile. Little need for the low lobes on a racing engine.
