That is normal, the chain is suppose to be tight because the tensioner has taken up the slack. When you install a new tensioner, the chain will have more slack, because there is no oil pressure to extend the tensioner, and the tensioner has not fully racheted outward.
However, a crack tensioner is abnormal. Sounds like installation error.
Like most on here, I suspect the cams were not installed correctly. Take some pictures from the front of the engine(crank pulley side), so we can see the cam sprockets timing marks relative to the chain. The pictures from the first post do not help.
