A stockish ve makes peak power @ 7200rpm or there about. Revving higher makes you stay in ypur powerband when racing (shifting).
With mods, even if you peak @ 7500rpm, revving to 8500 or even 9000 would help you to stay in that powerband when you shift.
Also depends on the shape of your graph as well - how much power you making @ rpms above your peak vs power you make @ rpm before your peak.
