Is the outer ring held on only by the rubber, or is there any fancy stuff inside of it?
Since I have converted to a single-belt setup, I thought about removing the outer ring, by somehow cutting through or burning out the rubber.

perhaps you should consider a G-Spec too. gain maybe 1HP and lose a bit of weight. OEM VE crank pulleys are not easy to come by.

This almost happened to me when my a/c compressor completely locked up without warning, the outer ring was halfway off and the rubber all burned. I got a used DE pulley here on the forum.

With my bad pulley, I even intentionally tried to separate the two halves with a hammer. It was a no go. Outward appearance was normal. The rubber section didn't show any sign of dry rot, cracks or anything. I caught the misalignment when trying to put the engine at tdc to set the cam timing.

As to the running a light one piece aluminum crank pulley, I wouldn't recomend it. One of our crew member ran one and he ended up messing up his crank.

There are a bunch of theories about running a light weight aluminum pulley on the internet so I'll spare you mine. However, something to think about, the N1 and 20V, 20VET all run the heavier crank pulley than the 20VE. They all rev higher than the regular VE.

resonant frequencies may occur at those higher RPM.

I have a brand new GTi-R crank pulley I can weigh if that would help out some?

I dislike an aluminum crank pulley on a four cylinder because the natural harmonics involved. ATI super damper or stock for me, please.

Water pump, power steering, any other pullies, I support being a lightweight or changing diameters to under or overdrive the particular accessory the owner of the car wants.

I thought the pics are self explanatory. You can see the inner pulley of the regulare 20VE is 4 spokes with hollow sections, while the 20V inner pulley is solid. Plus I held them in my hands, and it was not close. The 20v pulley is almost twice as heavy, but realistically it's one and half (1.5) pound more.
