Ok, man I had this problem and just could not figure it out. I was thinking it had to be the tach signal or some kind of electrical thing........Well it ended up being the selinoids and the aparatus was "gunked" up, so after some intensive cleaning with gasoline I was able to get it all out and guess what the VVL engaged and stayed engaged.
So take that whole piece off, take the solenoids off and clean everything including all those passageways in the VVL apparatus.

It was my RPM signal. I ran the wire into the cabin and spliced it into the tach signal and it's all better.
Yea, that MSD 8969 is big and definetly would not work trying use it as a tach in the cabin. You can get a Greddy MSS to put on the steering column to use for a tach and to switch the cams.
