Passed CA emissions!
So I decided to try and pass my B14 legit this time and it worked! I had a pretest done a couple days ago and it ran clean but two of my OBD2 emissions monitors were still self checking. After talking to Mac (macidcrook), he said that I could have two that weren't ready to be able to pass. So I went in this morning after putting about 20 freeway miles on the car. When I got to the shop there were 2 cars ahead of me, so I ended up waiting at least 20 minutes. I let the car idle the whole time. Here is my set-up as tested:

1996 200SX SE-R
1998 SR20VE w/ stock cams
370cc injectors
N62 MAF
Calum Basic ECU
Nismo FPR @ 3.5 bar
Nismo thermostat
95 Maxima factory airbox w/ VE intake hose
DE exhaust manifold with EGR plug
stock Cat
timing at 16 degrees
3" exhaust
had about 2K miles on the oil

here are the results:

15 mph
HC max 92/66
CO max .55 / .23
NO max 1022 / 348

25 mph
HC max 57 / 27
CO max .54 / .09
NO max 882 / 152

Luckily the owner was there and he's a car guy and overlooked the missing EGR system. He did say that next time I'd have to go to a referee. I didn't realize until after the test was run that the stupid tech ran the car through as a 1.6 so I was super close on the HC's at 15mph. The max numbers above indicate the levels for a 2.0 from my legit smog 8 years ago.

Thanks! I knew the VE's ran clean, my main concern was the visual and OBD2 crap.

I wish I had your luck, 3X fail with AZ emissions as of today. N1s, ASP,CAI,N60 MAF,3"exhaust,AFPR, Catco free flow cat, JWT ecu. Switching to Calum basic, checked TPS and MAF voltages. Both within spec. 3 bar on fp. Tried denatured alcohol and came close but may have put too much in fuel tank. 1/4 tank of quality gas, 1 gallon alcohol. Found out after last test from dyno tuner and Nissan tech that this mixture burns clean but too hot, thus increase in HCs and NOX while dropping CO. I'm coming closer, but may have to put the 16VE cams back in to pass as I have before. N1s are set at +2.5/-2.5, may be too much overlap for AZ emissions. SER96VSPEC I am very happy you passed, especially in Cali since they are as strict or even more so. Sorry, didn't mean to take away from your good news, just frustrated and hoping to have a happy ending such as yours soon.

They were on hiatus(sp?) due to the state budget. But they're back now.

Thanks. Part of your problem maybe the Catco cat. From what I've read and personal experience, the aftermarkets are crap and only last one time. I can vouch for that because a direct-fit DEC converter back in '06 for my 95 P10 which helped me pass then. 2 years and 10K miles later it didn't. I tried everything from different plugs and timing. My O2 sensors were new and the car was stock. I slapped on my B14 OEM Cat with 115K miles and the car passed the first time!

nice, i gotta put mine through next year up here in washington, but our laws are way less strict.. they wont even pop my hood.. they just put it on rollers an see what it puts out an then im on the road.. plus my car runs super clean anyways, if my gf's old worn out 92 de w/ a stock exhaust an terrible exhaust leak an my old se b13 an my friends e model b13 (both with high miles an run dirty) if those cars can pass, mine should with flying colors

Damn they're back. I passed mine this year but I payed for it...lol. Hope I never have to go to Ref.

Couldn't there be a way to connect the egr on a ve motor??
