I'd be careful!! The general practice over here for running a 2L on the VZ-R ECU is to install 370CC injectors to compensate for the extra fuel requirement, that's if you don't want to get a daughterboard on your ecu. Still you should get a wideband measurement to make sure you aren't going to wreck your engine from running it lean.
I don't think the O2 sensor would reduce the rev limit but I'm not sure. I think they only adjust fuel at low load conditions.
right if its the standard ECU then it wont rev past 65000RPM for a few reassons either its not seeing the speedo.. or its not seeing the engine is up to temp.. mine wouldnt rev past 6500RPM untill it was warm..
try the temp sensor.. or letting the car warm up..

The coolant temp sensor on the dash is working and the fans come when the car warms up.
The speedometer is working does this mean that the speed sensor is connected to the ecu or does it still need to be routed to the ecu after it goes to the dash?

What Raceworx said is true.
With the stock ecu, not only will it NOt rev out at standing but it wont when it is cold. I assume you would have tried it cold and warm so I suggest you check with your auto electrician.
You have another issue though.
You should be running lean with the sr16ve ecu running a sr20ve.
I used that set up for a while but used a Greddy Emanage with it.
At WOT (before we tuned it), it was showing AFR of 17:1.
