OK I'll re-phrase:
Check the clearances for both high and low lobes, one valve at a time, and then work out which shim will provide the best clearance setting for both of them.
The reason for checking both of them, is so that you KNOW that you're not running high lobe clearances that are too tight or too loose.
As an aside, if you're using Nissan cams, chances are the high & low lobe clearances will be very similar. If you're using aftermarket cams they may well be different - the Franklin's certainly tend to be (in my experience) due to the different base circles of the high & low lobes - which has been discussed in this forum ad nauseam.
