fixed it. The exhaust cam gear was one tooth off and there was 21 pins between the mark, so I just partially took the exhaust cam out and rotated the exhaust cam gear towards the firewall so that the dowel pin is EXACTLY 12 o clock (before it was at like 12:15.
Started right up and runs fine now with lots of adjustment on the distributor.
