It would be designed on the GtiR turbo placement. It should be able to fit all the Garrett T28 and GT25/28 framed turbos though!

Using gtir placement with de/ve flange options is the best way to go for these or hell be custom designing everyone

All you have to do like I said before, Use the Stock GTi-R placement, but raise it 3/4". It will fit any t28 Turbo, we did this on my buddys car and it's aweomse. Still can use VRS downpipes as normal as well. Just like OE fitment with more clearance.

Can't do 3/4" on a 1/2" flange, it has to be milled .352" for to be good and have enough strength to hold the turbo.

Well that number, but this would be moving the flange up, not milling it down. And your gt2871R fits perfect don't it?
