The ECU controls the idle speed to the values set in the idle rpm table based on CLT. Opening the throttle plate, or adjusting the idle bleed screw, will only force the ECU to retard timing and close down the IACV to try to control the idle speed. If you want to increase idle speed, change the values in the table.
The new version of TunerCode provides a solution to this problem by allowing you to program a hybrid control system based on MAF. TPS, or MAP. With a large MAF, you can use TPS as the load sensor up to programmable limits (TPS.RPM.etc.), then switch over to MAF based load.
