93 = OBD1
99 = OBD2

If you want to pass emissions every year or two (depending on how frequent NY does it), you'll need to use all sensors from the OBD2, which means you'll need to reuse the OBD2 head, etc.

There where some OBDII P10's too, like the '96.

Why not just use your OBDII ecu with OBDII sensors? It's only the water sensors really.

I also have some 2000 RR's if you just want a drop in replacement.

94 and up P10's in USDM were OBD II.

I'm pretty sure you'll just need to reuse your intake manifold, not the head itself.

The switch from OBD-I to OBD-II is one thing you need to look out for, but can be solved by using your old intake and exhaust manifolds. The switch from the external coil to the internal coil is also something you'll want to watch out for because your engine harness only works for the one you have. Then you'll want to make sure that you don't get a Roller Rocker engine if you don't want one or don't have one to begin with. Roller Rocker engines started in the year 2000 as Vadim said.

Need 94 and up head/block, 91-3 intake manifolds won't bolt up.
