Hexworkshop is free and easy to use if you need to stack some roms (if you have larger chips and want to run multiple tunes).
Depending on the size of the chip used will depend how many tunes you can fit, but that board (with the right chip) can fit up to 4 tunes which can be switched on-the-fly (i.e while the car is running) using the jumpers (with switches) or a map switcher attached to the white header.
Both chips need to have the same data burned to them, that's correct.
If you are running only 1 tune, just burn it to the lowest offset (from 0000) and make sure that J1 and J2 have got no jumpers connected to them (so the board will look to map0 address).
What specific part# are the chips ?? SST27SF256? (1map, looking at the pic they look like 28, not 32 pin, so this is my guess) SF512? (2maps) SF010? (4maps)
