I tested my MAFs today... and it's way lower than what it should be. (b13 Se-r = 1.3 - 1.7v)
I got 0.6-0.7 @ idle. I have been having hesitations and irratic idle for a while now too, but I didn't research why. I will be searching for a used one asap.

Nope, the only way is by connecting to a car that is programmed to run that MAF. Since your technically testing for airflow here...

Whats the spec on that DVM?
I will bet its 0.1% of Full scale.
Full scale is 999, so spec is +- 1V !!!
Please use another scale or another meter and re-measure.

I'm not sure what you mean? I did the test as the FSM and the MulitReader instructions indicated. Please explain.
This was a little while ago now. I had been having problems with that MAFs for sometime.. But it turned out to be a bad MAF in addition to the wiring leading to the MAFs. I have already gotten it replaced and the wiring adjusted.

You may not be getting an accurate reading because you are using the meter at the lowest readings it can measure.
All meters have a manufacture's spec.
These are typically written as a % of full scale.
So if full scale is 100 V and you measure 90 V is pretty accurate as a percentage.
IE 100v full scale, 0.1% accuracy, then +- 0.1V error
measure 90V then reading is 90.0 +- 0.1V or +-0.11% approx.
A 1V reading however is 1.0 V +- 0.1V or 10 % !!!
note the error is the same as you are still on the 100V scale. ( or 99.99 for a four digit meter)
For your 0.6 V reading the error is probably +- 1.0 V !!!
Check the accuracy Spec.
