I think the solution may have already been presented earlier in the thread by se-riousclassic. The IACV is designed with a bi-metalic strip that is heated at startup when the engine is cold. The bimetalic strip deforms, closing a circular plate that slowly cuts off bypass air, introduced to smooth engine run during warm-up. If the IACV is not connected to the harness, the bi-metalic strip is fatigued, or the circular valve is not able to close due to fouling, it will not function correctly, and will present as poor idle, bogging or stalling, out-of-whack AFRs, etc. The is a thread that dates back to the old se-r mailing list on how to check/service the IACV.
