You can absolutely activate them with both RPM and TPS or any parameter in the list tied together.
It should work perfectly the way you have it setup in the first picture you posted as long as you are over 50% throttle and over your ON RPM parameter.
You can log the EGR/AIV outputs in the data screen to make sure it is turning the output on.
