Do i have to have to have a RT ecu to use this?

No, it runs on basic daughter boards too.

So if i pick this up for my b13, i will be using a calum basic ecu. What all do i need to make it work??

I really would like the launch control, noob when it comes to daughterboards and tuning.

Yes, it can be done, however you would not be able to legally use it for an emissions inspection.
