If he wants to run the track (which he is more than welcome to do) your friend will have to register seperately. If he's just coming to hang out, then he gets a pass on registering and you add another ticket to your picnic for him.

If they are taking their own car (possibly doing the track day and/or taking up space on the grass during the picnic) I think they have to do the registration themselves, but I'm not 100% sure. happynole should field that question.
