It gets disabled all together in CP options.

Again, I don't see it any slower than it was before, and I have a 25mbit connection at home and a slower line at work

So when I try and scroll back to catch up on the convo, the shout box jumps back to the most current post. When I try and scroll back and hold the mouse button on the slider bar, it still jumps to any new shout that pops up. This makes it impossible to read old shouts if new ones continue to come in? Is it just me having this problem?

I am having very similar experiences.

Your best bet to look at previous posts is to click on the arrow next to the "The Dash Chat" and click on "Archive"

It did it for me even if I hold the scroll bar down. It shoots down, then if I move the bar, it shoots back up.

Ya, same thing here Ben. Maybe I'm just too old-fashioned for all this chitty-chatty stuff? Where's my damn rocking chair at.........

Glad to see others having the same problem. Can't keep up with the conversation with it jumping around constantly.
