You are looking at the right platform. With proper TLC, these cars can be both quick and excellent, reliable daily drivers.
That one looks a bit beat. Especially with that quarter-panel.
You can definitely find a better starting point, and then meet your goals of a cheap, fun, daily.
$1,500-2,500 buys a very clean NA, DE-powered (stock motor), SE-R. Typically towards that high-end price with some tasteful upgrades to the suspension/brakes, etc....
$3,000 and up buys a very clean VE/turbo powered SE-R.
