I am pretyy sure those are b14 skirts cut to fit B13.

Those are 200sx SER OEM sideskirts.

In the second yes it seems the rim is comming off, I think it is because here, on quarter mile or track days when you dont have access to semi slicks or slicks people tends to remove some pressure of its tires to try getting better grip.

I tried it just once on my SER for a drag, but then I decided to get some semislicks, in any case I barely raced it, and never got the chance to test it when I swapped to the VVL.
