NX "hybrid" spotted? Pics

.

"Hybrid?" This was spotted in north central PA over the weekend. It had a FMIC and B14 wheels that were painted light blue, NY plates, lowered. Just wondering if it's someone here.. plate colored out to protect the innocent/guilty
