ET+35mm or ET+40mm would tuck the wheel inboard 15mm or 20mm more than ET+20mm, respectively.

ET-35mm or ET-40mm would push the wheel outboard 55mm or 60mm more than ET+20mm, respectively.

so you would see more of a lip if it was+35 or +40

Lip is much more highly dependent on spoke design, not necessarily offset. That being said, a +35mm offset wheel would have a deeper external "lip" than a +40mm offset wheel given the same spoke and hub design.
