Even after all the back-and-forth drama of this thread, that seriously sucks dude. For your sake, I was hoping against hope that Miko overestimated the shady-ness.
I f*cking hate thieves. And that Seller is a premeditated scheming, lying, deceitful, scumbag extraordinaire. I would bet you large money, this ain't his first Rip-Off-Rodeo.
Really, he not only needs legal consequences, but I would love to get my mitts on him. Away from witnesses, video, or cameras. Aside from the DA on his ass and some jail time, he needs a serious in-patient-hospitalized beatdown.

I've had good luck, one time, with collecting money from an out of state scam artist. I just called the local PD, explained the situation and details which I then faxed to them. They sent a detective to the work place of the scammer. Had a little detective-to-jackass discussion with the Scammer about interstate fraud and thieves. Scammer paid his bill promptly and in full (LOL). I'm not saying that would work in your case, but
sometimes sh*t works out.
You should exhaust every resource in trying to get this Scammer into a jail cell, and/or be reimbursed by about 50% of the purchase price.
