Will pass inspection or has already passed recently.
In overall good condition

It'll pass MD inspection for an extra $300 otherwise you're on your own...

what i think he is trying to say is he wants a car that is in good running condition and is solidly built............if it wont pass inspection LEGALLY he doesnt want it
