Do you factor in how much fuel is in the tank when you calculate acceleration (aside from the weight of it)? No, you don't. It's used to make power, same as torque, and that's all we care about; power.

The 210 peak WHP turbo car has MORE POWER. Let that sink in. It has more power available. End of story. That is how it out-accelerates the other 210 peak WHP VE engine. It has mooooooore pooooooower.

It is the horsepower. Yes, both cars are the same, except the turbo car in your example has more power.
