I wold expect it to cause an open circuit failure more than anything. I'd have to have a switch installed and back probe it to be sure, but that description from the FSM sounds wrong.

Any way to trace the wiring in a diagram and see if it runs to the + or ground of the other switch.

I'd try to ground it first and see what that does.
