i had an issue with my fog light fuse popping like yours once.
the problem ended up being that i had the metal clip that holds the bulb in place was over the bulb wire. the insulation was fine but for some odd reson it wasnt very insulating. im going to assume it was bad/cheap quality because i was using super jdm bulbs off ebay that were like $5 shipped for a set.
if all else fails, you could easily just run your own independent circut for the fogs. I would use a relay and tap the souce signal from the corner/parking lights.

i was about to give up for the night and i tried one more fuse and noticed that a spark was coming from the positive terminal but could not see it during the day. the wire that runs from the terminal had a piece of the rubber insulation that wore off and was making contact causing it to short out so i bent the connector a little bit and taped it off. after 6 fuses and a couple of headaches fogs work now
