Radio eletro interference?
This might be the wrong tittle to put this under but I don't know I'll explain this the best I can.

I connect my Ipod through my car radio through a wire that connects to the audio input- (red & white) those two lead a normal headphones jack. Every time I touch the jack to anything ground or ipod I get a loud Buzzing through my speakers unless the jack is fully inserted, it causes my ipod to shut down and I can't restart the ipod unless I connect it to a power source. what could cause this issue, is it a simple bad ground through the radio perhaps?

It's the ground on the plug touching hot spots in the iPods terminal. Has happened with every iPod I have owned. Best option is to get an adapter that plugs into the bottom instead of using a headphone cable. Some of the fm transmitters are excellent these days, Belkin has one that I used to use that plugs in to the cig lighter to charge and play and is a dock mount all in one. Otherwise, you can always get a head unit with Bluetooth.

Also, if its an iPod touch you don't have to plug it in to restart it. Do a hard reset instead, hold power and home at the same time until u see the Apple logo.

Ok I will pick up one of those then, Today I replaced the cable because I found a bad connection, thought that would clear up the issue but it didn't. I was tired of that wire dangling out in the open anyhow. The normal reset procedures does not work when the ipod shuts down. The only way to restart the thing is to connect it to power, which is weird as shit. I am using the older Ipod nano by the way.

Yea just get a wireless FM transmitter and u should be good

i had a Monster Cable brand FM transmitter that worked great... got it at Marshalls for cheap.. it was stolen with my iPod though..
