Do some searching, on the old forum I found posts mentioning a couple of different possibilities.
1. ecu fail safe mode, that causes fans to turn on automatically
2. coolant temp sensor wire connector, may not be the sensor itself but just the wiring
Beyond those 2 main things, a stuck relay is possible, or other multible wiring issues. The fans should not be on all the time. It could even be in the a/c switch since that is responsible for the fans coming on to begin with.
