The reason it won't go lower than 1K is because of all the split pipes, leaks and defective idle control system components..
Seriously, its a major problem on the Pulsar, most of them are the same. Unfortunately there are about 20 different reasons, see here for some of them -

If you want to set your idle at a lower rpm, you will need two people and big balls. Do the usual procedure for setting the idle with the TPS disconnected etc, put the car in first gear with your foot very heavily on the brake and ride the clutch to load the engine and drop the revs. Just make sure your buddy setting the timing is pretty quick and don't burn your clutch out
btw, the timing is 20 degrees for Japanese 100 RON fuel, you'll have to retard it a bit depending on what fuel your using. For 95 RON in the UK people use 18 degrees.
