Crim's been getting a lot of small files, so I will reitierate:

Optimum picture size
is at least 2400 pixels wide.

Anything under 1800 pixels wide
cannot be used,
and will be DQ'd.

Can anyone esle chime in on how to verify image size on a PC?

I can do it on a Mac, but I don't have a PC.

Generally with windows you can right click on the image and select properties. Then go to the Summary tab. There should be Properties labeled Width and Height that you can look at to verify the image size.
