Answer is "Probably not"... It adds unmetered air back into the exhaust steam which helps the CAT burn the exhaust gases better.
But, it enters the exhaust after the O2 sensor so the readings dont change..
Adding the AIV will help your emissions...

They deleted it in 1994/5 (??) because it does almost nothing and malfunctions pretty reliably.
I don't think it draws metered air though. It draws air after the filter before the MAF.
