Mine does it at around 1k and below if I remember correctly. It's caused by the lope of the cams. I don't know of any way to 'tune' it out.

There is a way to tune it out, just take out some overlap with cam gears. I've got the cam gears set to -4 int/+4 exh on my C2s and it idles fine without the low end hesitation or bucking. The only problem is I lost a lot of midrange torque.

I can live with the studdering in exchange for the midrange torque, cam gears are last on the list with the s4 cams. But I have looked at Andreas thread about Inj Size And WHP Output and it said that the 259 cc are rated at 175 WHP at 3 bar. So would it do any better if I increase the fuel pressure by a couple of psi or should i upgrade my injectors and fuel pump?
