I found the numbers I jotted down at 3 different speeds (they're pretty low as I had the car on jackstands and things were a little hairy freewheeling like that)
5 mph - 12.5 hz - 2.5 acv
8 mph - 18 hz - 3.61 acv
26/27 mph - 58hz 9.3-4 acv
so it looks like both frequency and amplitude changed with speed. not sure if the progression stays linear at high speeds but hope it helps.
and tach signal is 9v DC square voltage signal, if that helps too
