I can't get at my B13 FSM right now, but the S13 FSM (KA24 engine?) I found says +4.0V for WOT. The S14 FSM (SR20DET engine) I found shows +5.0V for manual transmission cars at WOT.
I recommend you find definitive info using the FSM for your engine.

Run a long wire with alligator clips (or string a bunch together) to reach the battery.

That is for your specific engine and TPS, correct?

There should be more things to check. Like making sure the +5V power line to the TPS is actually the right voltage.
And then making sure the ECU is getting the +4V at WOT that you're seeing up at the TPS plug. Or basically checking continuity from the TPS signal wire to the ECU...

If every single thing checks out with the TPS and the TPS wiring, then the ECU is the next thing to blame I think.

I am checking continuity between ecu and tps right now. Im sure i checked tps supply voltage and got 5v. But i will double check when i finsh this test.

Ive got 2 other stock ecus i can swap if needed

So i checked the voltage sent to the tps and it was 5v. Checked continuity between ecu and tps and that was good. Installed spare ecu and BAM works perfectly. Took it for a spin and all seems well.

Still cant get the damn thing in timing mode, but i can figure that out later.

Thanks Ben and everyone else. Car is finally running at 100%. Now for a new exhaust and some jwt s4hl's

Excellent! Lucky you have ECUs laying around. Onward and upward.
